CJIS Payroll and Cycle Tracking Updates

Implementation report for the CJIS repository

Summary

The payroll finalization workflow was structurally overhauled to enforce data integrity constraints on cycle modifications and document generation. The UI state management was refined to dynamically display missing attendance targets, and modal viewport rendering was optimized to prevent overflow clipping on action controls.

Implemented Updates

• Rewrote the missing attendance evaluator to extract and render a discrete array of employee names, eliminating generic warnings and manual visual audits.
• Restructured the DOM hierarchy of the Edit Payroll Cycle modal, increasing baseline height dimensions and shrinking the calendar component to guarantee viewport visibility of primary action buttons.
• Implemented strict temporal validation blocking the creation or modification of payroll cycles that intersect with any pre-existing finalized batch.
• Programmatically disabled the date picker UI for any dates belonging to a finalized payroll cycle to prevent overlapping state errors.
• Disabled payload dispatch for "Print Payslips" and "Payroll Summary" endpoints when the application state evaluates to an unfinalized payroll.
• Integrated a transactional print_count auditor in the database and applied a conditional "COPY" CSS watermark overlay on subsequent payslip generation requests.

Responsive / Functional Behavior

• Modal overlay dimensions strictly adapt to mobile and desktop viewports, eliminating horizontal scroll and absolute positioning bugs on calendar child elements.
• Core payroll workflows remain completely unchanged; structural limitations only execute when a cycle overlap is detected.

Validation

• ESLint checks completed successfully.
• Production Vite build completed successfully.
• Manual state progression tests executed without encountering uncaught exceptions.
• Existing font-resolution warnings remain non-blocking and are unrelated to this update.
