# Statutory leave policy setup — September 8, 2026 The Statutory Leaves tab now supports company/brand-owned, immutable policy versions for SIL, maternity, paternity, solo-parent, VAWC, and special leave for women. Each card links to its Philippine legal basis and can be mapped to one existing leave type. The editor records the effective date, duration and basis, annual/event renewal, service requirement, document requirement, activation, and HR eligibility instructions. ## Safety boundary Saving a version does not grant credits or certify an employee's sex, civil status, medical event, solo-parent status, victim status, spouse relationship, delivery count, or other sensitive fact. It also does not calculate working days or months, handle SSS maternity reimbursement, cash-convert SIL, or override a protection-order extension. HR must verify the evidence and the current law before approval. VAWC records remain especially sensitive. The UI links to sections 43–44 of RA 9262 and does not expose claimant records. A later claim/evidence workflow must have dedicated confidential permissions before any such data is displayed. The enforcement migration connects configured rules to new pending/approved requests. It validates service from the authoritative hire date, pins the rule version, requires per-event dates and configured private evidence, applies annual/per-event limits, and records an append-only check history. Working-day policies use effective work-week profiles and the holiday calendar; missing schedule data fails closed instead of guessing weekends. ## Enable 1. Back up and select the intended database. 2. Run `backend/migrations/2026_09_08_statutory_leave_policies.sql` once. 3. Deploy the backend and rebuilt frontend together. 4. Open Leave Configuration → Statutory Leaves. Reading requires `leave_type`; saving a version additionally requires `can_add` and selected-brand access. 5. Review the linked law and company procedure before saving each category. The migration is additive and rerunnable. It creates no policy rows and changes no employee, balance, request, approved-leave, payroll, or ledger row. ## Legal references reviewed - Labor Code Article 95 — Service Incentive Leave - Republic Act No. 11210 — Expanded Maternity Leave - Republic Act No. 8187 — Paternity Leave - Republic Act No. 11861 — Expanded Solo Parents Welfare Act - Republic Act No. 9262 sections 43–44 — VAWC leave and confidentiality - Republic Act No. 9710 section 18 — Special Leave Benefits for Women The presets are an editing aid, not hidden executable defaults. No policy exists until an authorized user reviews and saves a version. ## Verification `backend/tests/leave/statutory.php` runs the existing disposable integration and company-policy suites, then checks validation, version preservation, one-category leave-type mapping, tenant isolation, and migration reruns. Never run it against port 3306 or a working database.
